In a medium mixing bowl, combine the wheat flour, besan (gram flour), turmeric, red chili powder, salt, sugar, baking soda, ginger paste, and green chilies. Stir well. Add oil and lemon juice. Fry at 400º F (200º C) for 10 minutes, flipping halfway through. Serve hot.
